what is desktop.ini i unknowingly deleated how to create it my screensaver shortcut on desktop is not created?

desktop.ini file is a system file and will be hidden depends on the options you set for the O.S.
To see your desktop.ini existence, open my computer
click tools- folder options – view – uncheck the checkbox hide protected operating system files.
Then you can view your actual file on c: drive and also your shortcut if you have created on desktop.
